There are two sides of the coin: if you keep submitting to big pubs they will notice and remember your name.

On the other hand, yes, I agree that if you’re keep improving your writing skills, hone your craft and the whole shebang, they will perhaps reach out. The only problem with this is how will they know you – and your much better writing – exist?
